Where exactly is the filter and how do I clean it?
In the floor of the tub, under the lower spray arm. It unscrews by hand. Most owners have never taken it out, and doing so resolves a good share of these calls without anybody coming out.
It drained fine until we replaced the garbage disposal.
Then that is almost certainly it. A new disposal ships with a knockout plug in the dishwasher inlet, and if the installer did not remove it the machine has nowhere to drain. It is a five-minute fix and a very common one.
